Entering into the 4th week of legislative session, the Florida Senate and House Energy Committees have released their Proposed Committee Bills (PCBs), which in their current form give unprecedented control and freedom to the utility companies to build, own and operate renewable energy facilities at the ratepayers expense while simultaneously excluding small and mid scale independent producers of renewable energy from participating in the market.
